Pretty much any technology can be used for both good and bad. The same technology which provides nuclear weapons also provides electricity. It's good to avoid existential risk but it's bad to avoid all risk.
    The advantage of a multipolar world is that innovation has more than one country to seek approval from. This may have been an advantage of Europe. China stagnated because it had little reason to innovate. European countries had to innovate because if they didn't another surely would and gain an advantage.
