This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.NON-COMPETITIVE MINIMUM QUALIFICATIONS:To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet ONE the open-competitive minimum qualifications for this position. The qualifications are:
- a bachelor’s or higher-level degree, including or supplemented by 15 credit hours in computer science; OR
- a bachelor’s or higher-level degree in any field and at least one year of the experience in information technology; OR
- a minimum of 60 college semester credit hours including at least 15 credit hours in computer science and one year of the experience in information technology; OR
- Two years of the experience in information technology.

Duties Description The New York State Education Department’s (NYSED) Office of Information Technology Services (ITS) is seeking applicants for the position of Information Technology Specialist 2. This position is located within the ITS Help Desk/Training unit, part of the Automation Support Center. Duties of this position will include, but are not limited to, the following:
- Provide phone, email, ticket and in person assistance to the ITS Help Desk customers for NYSED standard software and hardware, network issues, and information security incidents;
- Work effectively with NYSED staff to analyze complex technical hardware, software, and network problems, and devise solutions that meet customers’ needs;
- Develop comprehensive IT solutions based on in-depth knowledge and experience specific to how NYSED technologies work together;
- Create beginner and advanced level training courses for NYSED supported software and present them virtually and/or in person in a formal classroom setting;
- Create written instructions, handouts, and course materials to explain features of hardware and software;
- Create and maintain Help Desk and Training web pages;
- Research features of new and existing software;
- Utilize Microsoft Endpoint Configuration Manager and Microsoft Active Directory for troubleshooting;
- Collaborate and communicate effectively, both verbally and in writing, with ITS staff and program office staff; and
- Document IT issues and fixes using appropriate ITS procedures and practices.

This will be a contingent permanent, competitive appointment or a contingent permanent non-competitive appointment.
