Job description: Job DescriptionThe Department of Management, Division of Information Technology (DoIT) is seeking an Information Technology Specialist 4, .Net Developer to join our team!As an experienced .Net Developer at Department of Management – Division of IT (DOM-DoIT), the candidate will play a crucial role in maintaining and enhancing the .Net applications used by Iowa Workforce Development to support Job Training and Career Education programs.This position will provide technology expertise and leadership for the support and overall technology strategy of these programs. The primary responsibilities will include implementation of secure, scalable features and continuous improvement of these applications to support our staff and end users with their job training needs.This candidate must be a fast learner with a focus on quality, automation, compliance and security. In addition to the technical duties noted, this position will require great communication skills and business acumen for interfacing with vendors and business units for the execution of technical and administrative duties. A great attitude, willingness to learn, communication, honesty, and integrity are critical factors that go into consideration beyond technical prowess.Duties include but are not limited to:
- Lead the development and maintenance of sophisticated .NET applications
- Design, develop and test user interface for ease of use, responsiveness and accessibility resulting in the best customer experience
- Make critical architectural decisions, design scalable solutions, and drive continuous improvement
- Design, implement and maintain AWS services to benefit business needs
- Lead efforts to improve code quality through code reviews, best practices, and coding standards.
- Strong ability to gather information, perform necessary research needed for root cause analysis, problem definition and formulation, recommend solution implementation, verification, and ongoing optimization, using data to support recommendations
- Investigate reported and suspected outages and other issues with appropriate immediacy
- Develop applications with secure coding practices, threat awareness, and best security practices
- Implement advanced data access layers, focusing on high-performance data operations
- Collaborate strategically with cross-functional teams and business owners, translating business requirements into technical solutions
- Identify and address performance bottlenecks by optimizing SQL queries and stored procedures
Preference will be given to candidates with:
- Experience in developing

- Experience in working with HTML5, CSS3, JavaScript, TypeScript

- Experience in using Power BI, AWS Cloud services
- Experience designing CI/CD pipelines

Minimum Qualification RequirementsGraduation from an accredited four-year college or university and experience equal to two years of full-time work: operating a multi-job computer; installing, operating and coordinating computer based networks; installing/maintaining database management systems; developing business application processes; developing/operating system programs; installing/maintaining personal computers, Local Area Networks and/or servers; managing operating systems; developing/ delivering information management training; providing Information Technology (IT) customer service; or designing/administering Internet sites;OR
an equivalent combination of education and experience substituting the completion of an approved curriculum/specialized training program developed and implemented by or in cooperation with state government; or eighteen semester hours of accredited post high school course work in one of the specialty areas listed above; or certification by an authorized educational institution/major computer or software producer in an area directly related to one of the specialty areas listed above, for the required education;OR
an equivalent combination of education and experience substituting one year of the required experience for thirty semester hours of the required education;OR
