Duties include but are not limited to the following:

  • Serves as subject matter expert, involved with the planning, development, implementation, and administration of systems, storage, and retrieval of data.
  • Managing and monitoring the design of database systems; Providing guidelines and support to develop an orderly data dictionary environment for the database system developer.
  • Evaluating requirements and selects, designs procedures and programs to ensure optimum resource utilization and enhance overall technical and functional efficiency.
  • Advising on desirability of automation in consideration of computer hardware and software capability, related applications development costs, and overall benefit to EOIR.
  • Maintaining database systems life cycle documentation; checks the database environment to assure required files and products are available and functioning properly.

Qualifications

In order to qualify for the Information Technology Specialist (Data Management) position, you must meet the following time in grade requirements and minimum qualifications:

FOR THE GS-13 LEVEL: Experience Requirements: You must have IT-related experience in each of the following four competencies listed below which must be supported by the information contained in your resume and other application materials.

  • Attention to Detail – Is thorough when performing work and conscientious about attending to detail.
  • Customer Service – Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  • Oral Communication – Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Problem Solving – Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

AND;

Specialized Experience: Applicants must have at least one or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-12 grade level in the Federal service, performing the following duties:

  • Providing technical support and services such as computer software, system design and development, installation and integration planning, testing, and supporting a wide-range of IT systems.
  • Conducting project briefings to assess study progress and ensures consistency in meeting study objectives.
  • Applying new technologies and integrates systems and maintenance tools to ensure the database functions properly and is cost effective and operates in an efficient manner.

  • Monitoring and reviewing the work of team members and reporting on the status and progress of assignments.
  • Providing ongoing support, resolution of problems, and recovery of operating malfunctions involving various hardware components and software failures.
  • Planning, designing, implementing, evaluating, and supporting the enterprise infrastructure systems affecting the agency technology infrastructure and customer base nationwide.
  • Designing and standardizing the selection, planning, delivery and support of IT services to a business line.

Conditions of Employment: Only U.S. Citizens or Nationals are eligible for employment with the Executive Office for Immigration Review. Dual citizens of the U.S. and another country will be considered on a case-by-case basis. All DOJ applicants, both U.S. citizens and non-citizens, whose job location is with the U.S., must meet the residency requirement. For a total of three (not necessarily consecutive years) of the five years immediately prior to applying for a position, the applicant must have: 1) resided in the U.S., 2) worked for the U.S. overseas in a Federal or military capacity; or 3) been a dependent of a Federal or military employee serving oversees.
