GENERAL STATEMENT OF JOB

Under limited supervision, this position is responsible for responsible for developing and administering programs and systems to support and promote high performance strategies and to meet organizational needs, vision and values. Reports to the Chief Information Officer.

ESSENTIAL JOB FUNCTIONS

Responsible for overall administration and supervision of the city’s technical services to include database management, e-mail administration, enterprise applications, electronic document management, backup and disaster recovery plans, and ensuring appropriate security measures are in place.

Responsible for the effective supervision and administration to include budget preparation and monitoring expenditures, staff development and training, succession planning, performance management, employee relations, prioritizing and assigning work and related activities.

Assists in developing departmental direction, priorities, goals and objectives to meet city and departmental needs; and develops staff organization to effectively carry out departmental operations and to be responsive to both management and employee needs and concerns.

Assists in the development and administration of the city’s IT Strategic Plan, identifies emerging technologies and makes recommendations for the improvement and advancement of technical services and operational procedures of the department; responsible for researching and selecting new software and data communications for large mainframe systems; and support and document security and privacy risk assessments and recommendations.

Assists with the administrative oversight for departmental activities and functions; responsible for day-to-day supervision of division managers and coordinates the department’s work production; and advises and assists in developing the departmental direction, priorities, goals and objectives to meet city, departmental and state human service’s needs.

Performs other related work as required. Individual assignments will be determined by supervisor based on current workload and department needs.

Knowledge of Job: Comprehensive knowledge of modern methods, concepts, practices, and principles related to the architecture, design, and integration of information systems and software applications. Knowledge of multiple computer languages. Thorough knowledge of leadership techniques, principles and procedures to assign, schedule, supervise, train and evaluate the work of assigned staff. Knowledge of office systems, practices and administration. Thorough knowledge of principles and processes for providing customer services. This includes setting and meeting quality standards for services and evaluation of customer satisfaction.

Exercises immediate remedial action to correct any quality deficiencies that occur in areas of responsibility. Maintains high quality communication and interacts within department and division, and with co- workers and the public.

Dependability: Assumes responsibility for doing assigned work and meeting deadlines. Completes assigned work on or before deadlines in accordance with directives, city policy, standards and prescribed procedures. Accepts accountability for meeting assigned responsibilities in the technical, human and conceptual areas.

Attendance: Attends work regularly and adheres to city policies and procedures regarding absences and tardiness. Provides adequate notice to higher management with respect to vacation time and time? off requests.

Interacts effectively with fellow employees and the public.

Coordination of Work: Plans and organizes daily work routine. Establishes priorities for the completion of work in accordance with sound time-management methodology. Avoids duplication of effort. Estimates expected time of completion of elements of work and establish a personal schedule accordingly. Attends meetings, planning sessions and discussions of time. Implements work activity in accordance with priorities and estimated schedules. Maintains a calendar for meetings and deadlines.

Safety and Housekeeping: Adheres to all safety and housekeeping standards established by the city and various regulatory agencies. Sees that the standards are not violated. Maintains a clean and orderly work place.

Education, Experience & Special Requirements

EDUCATION & EXPERIENCE

Bachelor’s Degree in Information Technology or a related field and 5-7 years of progressively responsible experience with 3-5 years of supervisory experience; or an equivalent combination of education and experience.

SPECIAL REQUIREMENTS

An acceptable general background check to include a local, state, and federal criminal history check and sex offender registry check.

A valid driver’s license with an acceptable driving record.

TO PERFORM ESSENTIAL JOB FUNCTIONS

Physical Requirements: Must be physically able to operate a variety of computers and peripheral equipment, scanners, copiers, telephones, etc. Must be able to exert up to 25 pounds of force regularly and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Sedentary work involves sitting some of the time, but may involve walking or standing for periods of time.

Data Conception: Requires the ability to compare and or judge the readily observable, functional, structural, or composite characteristics (whether similar to or divergent from obvious standards) of data, people or things.

Interpersonal Communication: Requires the ability to speak and or signal people to conveyor exchange information. Includes receiving instructions, assignments and/or directions from supervisors.

Language Ability: Requires the ability to read a variety of reports and records, run sheets, invoices, purchase orders, etc. Requires the ability to prepare a variety of forms, statements, bills, reports, checks, etc., using proper format.

Intelligence: Requires the ability to apply rational systems to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists; to interpret a variety of instructions furnished in written, oral, diagrammatic, or schedule form.

Verbal Aptitude: Requires the ability to record and deliver information, to explain procedures, to follow oral and written instructions. Must be able to communicate effectively and efficiently using standard English and using administrative, behavioral, and human services terminology.

Numerical Aptitude: Requires the ability to utilize mathematical formulas; to add and subtract totals; to multiply and divide; and to determine percentages and decimals.

Form/Spatial Aptitude: Requires the ability to inspect items for proper length, width and shape.

Motor Coordination: Requires the ability to coordinate hands and eyes rapidly and accurately in using automated office equipment.

Manual Dexterity: Requires the ability to handle a variety of items, office equipment, control knobs, switches, etc. Must have minimal levels of eye/hand/foot coordination.

Color Discrimination: Requires the ability to differentiate between colors and shades of color.

Interpersonal Temperament: Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under stress and when confronted with persons acting under stress.
